The Readiness Project (pp. 20 and 24–31) applied global tools developed by the World Health Organization to “help policymakers assess the economic and health benefits of sustainable policies in urban areas”.
“These tools include:
HEAT (Health Economic Assessment Tool for Walking and Cycling), which estimates the economic and health impacts of active transport.
GreenUr, which estimates the health benefits of urban green spaces.
AirQ+, which estimates and models the health risks associated with long-term exposure to both outdoor and household air pollution.
ClimaQ-H, which enables the estimation of the economic and health co-benefits that would result from the implementation of climate policies if the country were to meet the targets established in the update to its Second Nationally Determined Contribution (NDC).”
ClimaQ-H has the greatest potential for application at the national level. However, due to the lack of available data required to populate the tool, its implementation was not adapted to local conditions.

In August 2024, the National Directorate for Sustainable Development and Climate Change published “Exposure and Vulnerability of the Health System to Climate Hazards”, which adapted the 2021 WHO checklist and developed the “Pilot Guide for Assessing the Vulnerability and Resilience of High-Complexity Health Services in Argentina”. The guide was piloted at J. J. Urquiza Hospital in Entre Ríos, with favourable results and potential for replication. However, it has not yet been approved through a resolution, incorporated into a national protocol or systematically rolled out across the provinces.
In addition, the First Progress Report on the Implementation of the Second National Climate Change Adaptation and Mitigation Plan states that implementation is under way to “contribute to reducing flood-related health risks through the implementation of health promotion and protection measures” and to “strengthen the capacity of the health sector to ensure the proper functioning of health services during climate-related emergencies and disasters” (p. 148). However, it does not identify the development or implementation of any tool to assess the vulnerability of healthcare facilities to climate change.
