According to the Undersecretariat of Environment’s formal response to an access-to-information request, the Social Inclusion Plans (PISO) under IDB programmes 3249 and 5567/OC-AR incorporate an inclusion and equity approach, including awareness-raising workshops on inequalities and gender roles, as well as protocols for responding to situations of violence. However, no consolidated total of waste pickers trained was reported, nor was any data series provided that would make it possible to verify coverage and prevent double counting.
In addition, there is no national registry or standardised criteria for surveying waste pickers, including operational definitions, mechanisms to prevent double counting, reporting frequency and minimum content requirements, which prevents progress from being verified. In the absence of an active national initiative and with only partial data available, there is no evidence of a trajectory of progress towards reaching 30,000 people. The “No progress” classification is therefore maintained.
