There are no official announcements or public plans for replacing heavy commercial vehicles with plug-in electric or hybrid vehicles on the scale envisaged. The measures adopted in 2025 (Decree No. 49/2025, Resolution No. 210/2025 and Administrative Provision No. 30/2025) facilitated the import of electrified vehicles, but are focused on passenger cars and do not cover the heavy-duty vehicle segment. Furthermore, the Ministry of Economy and the Secretariat of Transport stated that they did not have the requested information at the level of detail and consolidation required to monitor the target established in the National Climate Change Adaptation and Mitigation Plan.

In the absence of a specific instrument, a public implementation timetable and traceable progress data for heavy commercial vehicles, no verifiable progress towards the target has been recorded. The assigned category is “No information”.
