There are no official announcements or public plans for replacing light commercial vehicles with plug-in vehicles on the scale envisaged. The measures adopted in 2025 (Decree No. 49/2025, Resolution No. 210/2025 and Administrative Provision No. 30/2025) facilitated the import of electric and hybrid vehicles, but are focused on passenger cars and do not cover light commercial freight vehicles. Furthermore, the Ministry of Economy and the Secretariat of Transport stated that they did not have the requested information at the level of detail and consolidation required to monitor the target established in the National Climate Change Adaptation and Mitigation Plan, while the available reports do not make it possible to determine how much of the total light commercial vehicle fleet has effectively been replaced by plug-in vehicles.
In the absence of a specific instrument, a public implementation timetable and traceable progress data, no verifiable progress towards the target has been recorded. The assigned category is “No progress”.
