There are no official announcements or published plans for the purchase or renewal of the national public administration fleet with electric or hybrid vehicles that would make it possible to achieve 20% of the target by 2026 and 100% by 2030. Although regulatory measures that could support the market were adopted in 2025 (Decree No. 49/2025, Resolution No. 210/2025 and Administrative Provision No. 30/2025), these are primarily aimed at the private sector and do not include specific programmes for the government fleet. Furthermore, the Ministry of Economy and the Secretariat of Transport stated that they did not have the requested information at the level of detail and consolidation required to monitor the target established in the National Climate Change Adaptation and Mitigation Plan.
The absence of public progress reports and a procurement timetable confirms that, to date, no verifiable progress has been recorded towards achieving the objective. The 2026 target is therefore impossible to achieve, while no progress has been recorded towards the 2030 target.
