According to the Ministry of Economy’s response to the information requests, no quantification of emissions impacts or monitoring against the business-as-usual scenario was provided that would make it possible to measure reductions towards the target of −5.84 MtCO₂e. The Secretariat of Transport, for its part, stated that it did not have the requested information at the level of detail and consolidation required to monitor the target established in the National Climate Change Adaptation and Mitigation Plan; that the monitoring of emissions and targets involves multiple agencies; and that preparing a consolidated report exceeds its current operational capacity. Nor is there a publicly available business-as-usual data series or periodic reports on verified reductions. Consequently, there is no monitoring system that would make it possible to compare observed results with the business-as-usual scenario and demonstrate progress towards the target.
