The Paris Agreement Implementation and Compliance Committee (PAICC) is facilitative in nature and seeks to engage with countries that fail to meet their commitments under the Paris Agreement in order to identify ways to overcome the challenges and barriers preventing compliance. The PAICC consists of an expert committee characterised by its non-adversarial, non-punitive and transparent nature. It does not resolve disputes or impose sanctions. As at 27 April 2026, 142 countries had submitted their NDC 3.0 (E3G, 2026).
