None of the substantive measures set out in the National Hydrogen Strategy to achieve its objectives have been implemented. There is no industrial development policy for hydrogen; no active policy has been established to develop international partnerships and cooperation to promote the low-emissions hydrogen industry; and no regulations or regulatory frameworks have been introduced to drive investment or create the conditions required to attract investment in the sector.

At the same time, domestic demand stands at approximately 0.4 Mt of H₂, concentrated in traditional uses of hydrogen, such as refining and fertiliser production, and largely met by grey hydrogen produced from natural gas, which has a high carbon footprint. Demand is expected to grow only as a result of increased traditional uses of hydrogen. This trend does not contribute to the development of green hydrogen and reinforces the status quo of the current fossil fuel-based model.

Therefore, no substantial change in conditions can be expected in the short term that would enable the 2030 targets to be achieved. The 2050 production target is linked to exports, which depend heavily on the policies implemented in the short term. Unless the current lack of progress is reversed in the near term, the 2050 objective will be impossible to achieve.
