None of the substantive measures set out in the National Hydrogen Strategy to achieve its objectives have been implemented. There is no industrial development policy for hydrogen; no policy has been established to develop international partnerships and cooperation to promote the low-emissions hydrogen industry; and no regulations or regulatory frameworks have been introduced to drive investment or create the conditions required to attract investment in the sector.

Domestic demand stands at approximately 0.4 Mt of H₂. This demand is expected to grow only as a result of increased traditional uses of hydrogen, primarily grey hydrogen produced from natural gas.

For these reasons, no substantial change in conditions can be expected in the short term that would enable the 2030 targets to be achieved. The assigned category is therefore “No progress”.
