The National Action for Climate Empowerment Strategy (ENACE) establishes that the monitoring system for the National Climate Change Adaptation and Mitigation Plan must show the degree of progress and the results of the adaptation and mitigation targets undertaken in Argentina’s Second Nationally Determined Contribution and in the Plan, and incorporate lessons learned to improve management.

 

According to the First Progress Report on the Implementation of the National Climate Change Adaptation and Mitigation Plan (2024), the system is “under development”. Progress was made in designing and reviewing indicators and in preparing a preliminary version of a monitoring dashboard, but agreements on operationalisation, data, governance and communication outputs remain pending.

 

The same report documents critical information gaps: 18 government areas were consulted and 11 responded; 51% of the measures had no information on their implementation status. This demonstrates the need to strengthen reporting capacity and confirms the lack of inputs required for an operational and effective system. In addition, the vast majority of information requests submitted by the Observatory to different government bodies regarding specific measures under the Plan either received no response or confirmed that the measures were not being monitored. The Undersecretariat of Environment also failed to respond to the access-to-information request specifically related to this objective.

 

Given the lack of information available as at August 2025 to monitor this progress, and with only a few months remaining before the end of 2025, the objective is considered “Impossible to achieve” within the established timeframe.
