The project “Increasing Health-Sector Capacities and Strengthening Coordination on Climate Action in Argentina at the National and Subnational Levels” (Green Climate Fund Readiness Project, 2022–2024) supported the strengthening of extreme-temperature warning systems in pilot provinces and their linkage with health surveillance. In Tucumán, agreements were signed with the National Meteorological Service and the Obispo Colombres Agroindustrial Experimental Station (EEAOC) to define temperature thresholds, and health personnel were granted access to warnings and the National Health Surveillance System (SNVS 2.0).
At the national level, the Second National Climate Change Adaptation and Mitigation Plan reports that the Extreme Temperature Early Warning System (SAT-TE) has already been implemented specifically for cold waves, in collaboration with the Ministry of Health. It also states that the Ministry launched a sentinel surveillance project on health effects associated with extreme temperatures and developed an application to provide information to the public (p. 147). However, the cold-weather module has not been updated since 2022.
In February 2025, the Ministry of Health incorporated the health effects of extreme heat as a notifiable event in the National Health Surveillance System (SNVS 2.0); implementation is under way.
The information presented here is based on documents shared by the responsible area in response to official information requests. On 12 August 2025, a second response to the request was received, stating that “the Environmental Health Area of the National Directorate for Healthcare Services Management, through the Ministry of Health’s communication channels, disseminates health protection recommendations for extreme weather events, including heatwaves and cold waves, among others”.
In conclusion, the SAT-TE is in place for cold weather and recent progress has been made in heat-related surveillance. However, a system with both modules fully integrated into the health sector and operating nationwide—including protocols, interoperability and reporting—is still lacking.
