Five years after the enactment of Law No. 27,520, progress in developing Climate Change Response Plans (PRCCs) remains uneven. At the time of this report, only three provinces (La Pampa, Jujuy and Misiones) had validated plans, while eleven (Chaco, Chubut, Córdoba, Entre Ríos, Formosa, La Rioja, Río Negro, San Juan, Santa Fe, Santiago del Estero and Tierra del Fuego) were undergoing pre-validation. The remaining nine had not yet submitted a draft PRCC to initiate the process.
The information gathered through the annual report of the National Climate Change Cabinet and public access-to-information requests confirms that these differences result from a combination of political will, technical capacities and funding. The national context of budget cuts, institutional downgrading and weakened participatory mechanisms further widens these gaps and constrains achievement of the 2030 target. Therefore, the objective is classified as “Early progress”.
