As at August 2025, there was no resolution, administrative instrument or public evidence confirming the establishment and operation of the National Damage and Loss Assessment Team (ENED) within SINAGIR. The objective of achieving “full implementation by 2025” has therefore not been met.

By way of context, the First Progress Report on the Implementation of the Second National Climate Change Adaptation and Mitigation Plan, published in November 2024, indicates that the main achievement was the recognition of loss and damage as the third pillar of climate policy. It also notes that the process “Towards a Loss and Damage Mechanism for Argentina” was launched in August 2023, but without the establishment of the team or an operational reporting procedure.

The institutional context in 2024–2025 further reinforced these limitations. The former Ministry of Environment was merged and downgraded to an Undersecretariat within the Secretariat of Tourism, Environment and Sports through Decree No. 33/2024. In addition, there was a general reduction in public administration capacity, with 36,000 employment terminations between December 2023 and December 2024 according to INDEC, and almost 48,000 by May 2025 according to official statements. There was also a significant reduction in the environmental budget for 2025: FARN estimated that the Undersecretariat of Environment accounted for 0.066% of the national budget. These factors hinder the establishment and operation of a national team such as ENED.

In conclusion, in the absence of a constitutive administrative instrument or verifiable operation of ENED within SINAGIR, and given the reduced institutional and budgetary capacity of the environmental authority, the objective is classified as “Impossible to achieve” within the 2025 timeframe.
