The National Directorate for Agricultural Emergencies and Disasters, formerly the National Directorate for Agricultural Risk and Emergencies, is the authority responsible for achieving this objective. Its implementation period runs from 2023 to 2030, and its target is for 100% of provincial applications submitted by 2030 to contain complete information in accordance with the Operational Manual for Law No. 26,509.

 

The Undersecretariat of Environment reported that “no new information on progress has yet been recorded” for this measure.

 

This objective receives international financing through IBRD Loan No. 8867, identified in the official National Climate Change Adaptation and Mitigation Plan factsheet as an associated instrument. As at 30 October 2024, USD 45.92 million, equivalent to 31% of the loan, had been disbursed. The loan was restructured: its amount was reduced from USD 150 million to USD 120 million and its closing date was extended to 31 December 2025.

 

One of the project indicators is the number of provinces entering damage and loss data into the RUPE system, with a target of 16 provinces. Although this indicator is related to the objective, it does not amount to achievement of the national target, which requires all provincial agricultural emergency applications to include complete information in accordance with the Operational Manual for Law No. 26,509.

 

In conclusion, there is no public evidence that the proportion of provincial applications containing complete information has increased towards the 100% target, nor are there reports showing improvements in the quality and coverage of the records required under Law No. 26,509. The assigned category is therefore “No progress”.
