The country has had a National Strategy for the Use of Carbon Markets since 2023, approved through former Ministry of Environment and Sustainable Development Resolution No. 385. The Strategy establishes the need for regulatory amendments and related proposals to ensure its proper implementation. These include creating a National Carbon Markets Office within the national environmental or climate authority, improving the National Registry of Mitigation Projects (RENAMI), assessing the development of regulated market mechanisms, amending the carbon tax to allow offsets through carbon credits, and promoting market-based instruments at the provincial level, among other measures.
Although a number of national bills aimed at advancing the implementation of the National Strategy for the Use of Carbon Markets are currently before the National Congress, none have entered debate in their assigned committees to date.
For these reasons, the assigned category is “Moderate progress”.
