The National Strategy was approved in November 2023 through Ministry of Environment and Sustainable Development Resolution No. 385/2023, thereby meeting the objective of having a strategy in place by the 2024 deadline. The classification is maintained because the indicator measures the existence and approval of the instrument.

However, implementation remains at an early stage: no bilateral agreements under Article 6.2 have been announced, nor is there an operational national regulatory framework for a domestic system, such as an emissions trading system or another mechanism. These aspects are monitored under subsequent targets concerning implementation and regulatory alignment, rather than under this approval phase.
