No verifiable progress has been recorded. Between 2016 and 2022, the National Greenhouse Gas Inventory showed an average annual increase of 1%, with marked variations associated with economic cycles. This trend demonstrates the absence of active mitigation policies: the reductions observed resulted primarily from efficiency improvements and market-driven fossil fuel switching, rather than from planned measures.
Low GDP growth in recent years has limited a larger increase in emissions, but an economic recovery could accelerate their growth. In addition, the country had not yet submitted its new NDC (3.0), which was due in February and will establish the target for 2035. To remain on a trajectory towards net-zero emissions by 2050, that NDC would need to entail an approximate reduction of 36% compared with 2022 emissions. Consequently, the assigned category is “No progress”.
