The Native Forest Coordination Unit reported (IF-2026-50509268-APN-SSAM#JGM, May 2026) that, between 2018 and 2022, 15 forest basins were identified and assessed under the Forest Carbon Partnership Facility (FCPF) project, covering ecosystems in the Chaco, Yungas, Atlantic Forest, Espinal and Patagonian Forests. Of these, 8 basins have established Forest Basin Committees endorsed by their Local Advisory Councils (CCL), enabling the launch of participatory strategic planning processes in territories comprising 5 million hectares of native forest. The eight basins are Monte Quemado (Santiago del Estero), Impenetrable (Chaco), Villa Guillermina (Santa Fe), Caimancito (Jujuy), Pirané–Pozo del Tigre (Formosa), Tolhuin (Tierra del Fuego), Orán (Salta) and Yabotí (Misiones). The Strategic Plan for the Monte Quemado Basin was completed; the plans for Orán, Impenetrable, Yabotí, Caimancito, Villa Guillermina and Pirané–Pozo del Tigre were under preparation during 2025; and the Tolhuin process is expected to begin in 2026 (IF-2026-50444800-APN-SSAM#JGM, May 2026).

The First Progress Report of the second National Climate Change Adaptation and Mitigation Plan (GS-04) identifies Early progress, although no published quantitative evidence is provided. It also highlights budget constraints affecting Law No. 25,080 and the need to streamline administrative procedures.

 

The authority responsible for this objective is the Undersecretariat of Environment. No response was received on this point in the information requests submitted.

 

At the provincial level, partial databases and initiatives are in place: Misiones has Law VIII-378 (2020); Buenos Aires has studies identifying potential basins; and the Patagonian provinces have made progress on a Strategic Environmental Assessment. The Undersecretariat reports two reference basins at the national level: Monte Quemado in Santiago del Estero and Caimancito in Jujuy, the latter with annual economic activity of $156 million and 561 jobs. However, there is no evidence of an agreed climate zoning framework or legally established boundaries that would allow these basins to be formally counted under the indicator.

 

In summary, there is a partial regulatory framework and pilot experience, but no basins have yet been verified as fully meeting the indicator’s definition. The “Early progress” category is therefore maintained: the foundations and pilot processes are under way, but formal achievement has not yet been demonstrated.
