No official and up-to-date data series on planted area is available to measure progress towards the target of 1.6 million hectares. The Environmental Information Centre (CIAM), under the Secretariat of Environment, does not publish afforestation data that would allow the indicator to be calculated, and no response was received to the information requests related to this objective. In the absence of data and operational national funding, it is not possible to verify a trajectory consistent with the target. In addition, the First Progress Report of the second National Climate Change Adaptation and Mitigation Plan (GS-03 and GS-04) indicates that no budget is available for non-repayable contributions to producers, apart from certain provincial initiatives. It is also relevant that the 2019 Comprehensive Forestry-Industry Plan established an even higher target of 2 million hectares, 50% above the 2018 level, with no publicly available evidence of implementation showing progress towards that pathway.

 

The assigned category is “No progress”, as there is no national budget execution to scale up forest plantations and no records demonstrating an effective increase in planted area since 2018.
