Despite the existence of a robust institutional and regulatory framework, the lack of updated quantitative data makes it difficult to validate achievement of the conditional targets. As the Forest Reference Emission Level (FREL) only extends to 2019, no recent records are available to assess emissions reductions against the baseline trajectory. The First Biennial Transparency Report (BTR1) highlights the Integrated Forest Information System (SIIF), established through Resolution No. 306/2022, and reports the preservation of 161,000 hectares of forest in 2022. In addition, the establishment of the Native Forest Research, Development and Innovation Programme in 2023 is intended to strengthen the sector’s technical capacities.
However, the achievement of these projected emissions reductions depends on overcoming structural barriers related to funding, governance and monitoring. In the absence of current sectoral metrics demonstrating the impact of complementary actions, the “Early progress” category is maintained: the administrative framework is in place, but the trajectory towards the target of 81 MtCO₂e by 2030 has yet to be verified.
