Early progress is identified on the basis of the degree of formalisation of the regulations and measurement systems currently available to support compliance with the commitments and strategies described in detail below.
Regarding current initiatives, the Undersecretariat of Environment reported that, as of May 2025, 11 provinces had submitted at least one draft of their Climate Change Response Plan and were engaged in technical exchanges with the Technical and Administrative Coordination Unit (CTA): Chaco, Chubut, Córdoba, Entre Ríos, Formosa, La Rioja, Río Negro, San Juan, Santa Fe, Santiago del Estero and Tierra del Fuego. Three provinces—Jujuy, La Pampa and Misiones—already had validated plans.
However, updated data are not available. The Forest Reference Emission Level (FREL) is used to assess the country’s performance in reducing emissions and increasing greenhouse gas removals resulting from forest management. However, the latest report contains data only up to 2019. For these reasons, the assigned category is “Early progress”.
