Over two years of implementation, the Argentina Recycles Programme, together with the Secretariat for Socio-Urban Integration of the Ministry of Social Development, also made progress in the construction of 26 recycling plants, with an investment of $2,693,000,000. However, only 11 locations with works under construction are identified: Moreno, Berisso, Lomas de Zamora, Lanús, Concordia, San Pedro, Santa Fe, Tucumán, Misiones, Córdoba and Humahuaca. In addition, agreements were signed with the National Ministry of Public Works for the construction of two further recycling plants in Andalgalá and General Pico.
According to the national environmental authorities, three complete Environmental Centres were built, including sanitary landfills, sorting plants and complementary infrastructure, in Formosa, Concordia and Villa María. A sorting and transfer plant was also built in Quilmes, together with a transfer plant in Moreno. It should be noted that the works in Luján and Santiago del Estero–La Banda were suspended and are currently undergoing contract termination procedures.

Detail
Over the past 4 years, 14 recycling plants were built. According to the evaluation of the Argentina Recycles Programme, by 2023, 26 recycling plants had been inaugurated together with the Secretariat for Socio-Urban Integration. However, only 11 locations with works under construction are identified, assuming one recycling plant per location. In addition, according to the formal response from the Undersecretariat of Environment, 3 complete Environmental Centres were built, including sanitary landfills, sorting plants and complementary infrastructure. Nevertheless, no information is available on the operation and maintenance of the recycling plants or on the beneficiaries. The assigned category is therefore “Moderate progress”.
