Up to 2023, more than 70,000 collection carts, items of work clothing and pieces of personal protective equipment (PPE) were delivered to productive units across the country under the Argentina Recycles Programme. In addition, according to the Undersecretariat of Environment’s response to the information request, 270 units of equipment for dumpsite management and 1,232 pieces of machinery for the circular economy were provided through the programmes “Procurement of Equipment to Optimise Municipal Solid Waste Management at Municipal Dumpsites” and “Procurement of Equipment to Promote the Circular Economy in Municipalities”.

 

The objective refers to individual beneficiaries, whereas the available information reports units and equipment rather than people. There is no national registry or standardised criteria for data collection, no consolidated total of waste pickers surveyed or benefiting as of 2025, and no data series designed to prevent double counting or distinguish replacements. In the best-case scenario, if each item of PPE delivered corresponded to one person, the theoretical maximum would be 70,000 beneficiaries, equivalent to 47% of the target, although the actual figure is likely to be lower. Given this gap and the absence of verifiable individual-level data, the “Early progress” classification is maintained. It should also be noted that the Argentina Recycles Programme is no longer active.
