There is no reasonable timeframe for implementation due to the lack of prior progress. Between 2016 and 2022, the National Greenhouse Gas Inventory showed an average annual increase of 1%, with marked variations associated with economic cycles. This trend demonstrates the absence of active mitigation policies: the reductions observed resulted primarily from efficiency improvements and market-driven fossil fuel switching, rather than from planned measures.

Low GDP growth in recent years limited a larger increase in emissions, but an economic recovery could accelerate their growth. In addition, the country had not yet submitted its new NDC (3.0), which was due in February and will establish the target for 2035. The category is considered “Impossible to achieve”.
