No verifiable progress has been recorded to date. Between 2016 and 2022, recorded GHG emissions showed an average year-on-year increase of 1%, with marked fluctuations reflecting shifts in the national economy. This trend reflects the absence of active mitigation policies: the reductions observed have resulted primarily from technological improvements or market-driven fuel switching, rather than from planned measures.
Low GDP growth in recent years has also limited a larger increase in emissions, suggesting that an economic recovery could accelerate their growth. In addition, the country has not yet submitted its new NDC (3.0), which was due in February and will establish the target for 2035. Its definition and publication during the course of this year will be key to guiding policies and correcting the current inertia. Therefore, the category is considered “No progress”.
